Jennifer McGrath

Jennifer McGrath is an accomplished California attorney with decades of government law experience. She is currently County Counsel for the County of Mariposa. As County Counsel she provides legal services to the Board of Supervisors and County officials. Legal services include legal opinions & advice, preparing or reviewing contracts, leases, ordinances, resolutions, and civil litigation.

Legal services also include risk management and protecting the County’s assets (employees, physical & fiscal assets) such as administering the County’s general liability, insurance and safety programs, coordinating the defense of bodily injury and property damage suits of County workers and 3rd party claimants, and reviewing County contracts for compliance with the County’s insurance requirements.

Prior to County Counsel, she was in private practice providing legal support and guidance to businesses, Cities and Counties throughout California on government law, land use, permits, licensing, regulatory compliance, citations, administrative hearings, litigation, cannabis, hemp, and more.

Prior to private practice, Jennifer McGrath, was the City Attorney for Huntington Beach, providing legal advice, strategies and guidance to the City Council, the City’s executive management team, all City Departments including Planning, Human Resources, Public Safety, and Public Works, and represented the City with over 1000 employees and an annual budget over $300 million.

Ms. McGrath managed all in-house attorneys as well as outside legal counsel. She attended and advised over 300 City Council meetings. She drafted resolutions implementing the budget, various fees and taxes, fines, and penalties. She drafted numerous laws including ordinances relating to zoning, building, permits, development agreements, land use, administrative citations, licensing, and more.

She was also charged with handling the legal challenges in the annexation of Sunset Beach, and taught the mandatory ethics training for local agency officials under AB 1234.
